Contract
This is a G-7 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 7 years of experience, depending on education.

The salary for this job should be more than 994 USD.

The salary of a G-7 depends on the duty station. The minimum salary there is 95,404 BTN (~994 USD) Please note that depending on the location, a higher post adjustment might still result in a lower purchasing power.

OBJECTIVES OF THE PROGRAMME
The objective of the program is to deliver WHO core functions at country level and the specific activities.

The position will ensure that the procurement needs of the Ministry of health and allied agencies are being done efficiently and ICT operations of the WHO Bhutan are maintained effectively.
DESCRIPTION OF DUTIES
Under the overall guidance of Administrative Officer, and direct supervision of NPO (Administration, Planning and Programme Management), the incumbent will perform the following procurement and ICT duties:
Procurement
1. Provide assistance in the procurement and delivery of supplies and equipment.
2. Assist in procurement forecasting; provide administrative support, advice on procurement and logistic matters, market possibilities, development of specifications and delivery schedules.
3. Carry out retrieval and presentation of information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as provides guidance in obtaining specifications for new supplies on the market.
4. Implement the procurement plans, maintain and manage required vendor database.
5. Monitor the day-to-day correspondence and operations of the procurement, shipping and logistics unit. Prepare correspondence, memoranda, and contract review committee reports, maintain appropriate follow up.
6. Provide Emergency response assistance to WCO’s ensuring value for money procurement of goods and services in a timely and efficient manner.
7. Verify and certify invoices for payment against purchase orders for accuracy. Liaise with other units, as required.
8. Any other duties assigned by the supervisors.
ICT responsibilities
9. Maintenance, Installation, Configuration and Troubleshooting.
10. Administering, Configuring and Managing Windows 2000/2003 Active Directory and other Member Servers in Office.
11. Administering, managing arid Troubleshooting Domain Controllers and Exchange 2000/2003 servers including administering of user account, passwords, email, and FTP services.
12. Maintain integrity of the system such as router and internet connectivity to the local Internet Service Provider (ISP) as well as Global Private Network (GPN).
13. Diagnose network problem and provide solutions in consultation with ISM/SEARO.
14. Responsible for an updated inventory record for all computer software/equipment.
15. Prepare detailed technical documentation, relevant user-documentation, and operational procedures for office staff.
16. Maintain record of all DFCs, APWs, Supplies and other contracts and monitor their progress so as to respond to the regular progress review meetings in the Office for follow up by individual AO, NPOs, and AAs.
17. Maintain office inventory record and office stock register.
18. Any other duties assigned by the supervisors.
REQUIRED QUALIFICATIONS
Education
Essential: Completion of secondary school education Desirable: Relevant training on ICT and procurement or a related subject area
Experience
Essential: At least 10 years of relevant experience in administrative work in an International Organization and preferably in a UN organization Desirable: Relevant experience in WHO or another UN agency is an asset. Experience in Oracle-based or other ERP systems an asset
Skills
Thorough knowledge of WHO goals, policies, rules and regulations, structure and functions.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at BTN 820,761 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
